List recent outages and incidents for one SaaS vendor. $0.01 USDC on Base per call. Returns up to 10 most recent incidents (title, status, severity, start and resolve times) from PulseWatch. Unknown vendors return 404, not charged. Don't use this for live up/down status; use /v1/status.
