Agent wallets with spend limits

A wallet for each agent, created in the Dashboard. Its signing rules live in Privy's secure enclave: it can only sign USDC payments up to your per-call limit, and only withdraw to your payout wallet. We add a daily cap and a pause switch. Agents call POST /api/agent/fetch with their key and never touch a private key.
