Deterministic URL normalization using Python urllib.parse: strip surrounding whitespace, require parsed http/https scheme and nonempty authority, lowercase scheme and the entire authority (including any userinfo), use / for an empty path, remove the final path-parameter component and fragment. Decode/re-encode
