Arc transaction cost

What a given operation SHOULD cost on Arc right now, in dollars - a price list computed at the gas price read at this block, and the companion to /api/x402/arc-gas which measures what transactions ACTUALLY cost across a spread of blocks. Use this one to quote an operation, that one to budget for the tail: the 20 gwei floor holds most of the time but is not a cap, and the response says so.
