Toll402

Offline validator for a Czech/Slovak rodné číslo (birth number). Normalizes input to YYMMDD/XXXX or YYMMDDXXX(X), checks the calendar-valid month/day (accounting for the +50 female and +20/70 post-2004 month offsets), and for 10-digit numbers confirms the full digit string (slash removed) is evenly divisible by 11. No network calls.
