Checks a German invoice (Rechnung) for the ten mandatory details of § 14 (4) UStG, the German VAT act, from caller-supplied invoice text. If a total up to 250 EUR is detectable, the small-amount simplifications (Kleinbetragsrechnung, § 33 UStDV) apply and dispensable details come back as not_applicable, not as a defect.
